12-month billing rule won’t wipe consumers’ debts – LASERC

The Lagos State Electricity Regulatory Commission has clarified that its proposed 12-month billing rule will not cancel existing electricity debts, saying reports suggesting that consumers’ outstanding liabilities would be wiped out were based on a misinterpretation of its proposed Retail Electricity Supply Code.

In a statement on Wednesday, the commission said the provision limiting billing or recovery for electricity consumed to 12 months is strictly prospective and will only take effect when the code comes into force.

It stressed that the provision does not apply retroactively to debts accrued before the code comes into force, adding that all pre-existing electricity debts remain valid and payable by consumers under applicable laws and contractual obligations.

LASERC has earlier posted on its social media handles that electricity supply licensees cannot recover charges older than 12 months, except in cases of meter tampering, illegal use, and obstruction of meter readings.
