Nigeria’s greatest governance failure is not the absence of good ideas. It is the inability to convert good ideas into everyday reality.
That may sound like an overstatement until one begins to examine the country’s development history. Over the past three decades, Nigeria has produced an impressive catalogue of policies, master plans, reform agendas and strategic frameworks covering virtually every sector of the economy. There have been agricultural transformation programmes, industrial development policies, power sector reforms, digital economy strategies, national development plans, investment promotion frameworks, education roadmaps, healthcare reforms, climate adaptation policies and countless committees established to improve public service delivery.
On paper, Nigeria often looks like a country preparing for rapid transformation.
